My comments on tutoring Spanish : Although I'm not fluent, I would call myself proficient in Spanish. I can hold and enjoy a conversation. I can definitely be of help to beginners.

I've been tutoring many friends or meeting 1 on 1 with University students to help them with English, German, and Spanish for about 4 years. Often, these have been unofficial language-exchange scenarios; for instance, I would meet with someone with whom I would speak for half an hour in English, then half an hour in Spanish (or whichever language it happened to be). This can be a very challenging and very exciting method of learning, and I believe it is the most effective.
I am a firm believer in the immersion style of learning languages. Understanding the grammar and acquiring a decent vocabulary are of course indispensable, but from personal experience learning a variety of languages, I've found that simply speaking is the best way to learn.
