My comments on tutoring Pre-Algebra : I have tutored several students in Algebra. I am a certified teacher in both math and physics.

As an engineer and I have taught planners and engineers how to use software to do calculations. I have taught GRE preparation for Kaplan (analytical and verbal reasoning) both to small classes of 3 to 7 students and individual tutoring. I allow my teaching style to mold itself to each individual student, finding methods of communicating the information that best suit the learning style of my student.
