Through personal and professional experience, I have come to believe that fluency is most quickly achieved through immersion in a language (and instruction in only that language). However, accuracy can be developed and maintained more consistently when a student is able to compare his or her native tongue to the one which he or she is studying - as long as the student has a good understanding of the grammar and other basics of the native language.
