I have a one year experience of teaching Mathematics at Ed White Memorial High School in League City, Texas. Even though most of the students were "At Risk", 87% of my students passed the TAKS test. I also have two years experience of teaching Mathematics at Hightower High School in Missouri City, Texas; and a one year experience of teaching Mathematics at Houston Can Academy in Downtown Houston (mostly At Risk students) where the success rate for the TAKS test rose from 7% to 21%.
