I believe in problem-based tutoring for algebra, and construct problems based on the textbook problems whenever possible. I let the student try the problem first, watching closely for any mistakes, and then teach the rules as necessary, and summarize mistakes after each set of problems. However, I can also teach all the rules beforehand if a student has been absent from class. For chemistry, I reviewed class notes with students and then explained the fundamentals whenever there was a question, and then did practice problems with the students.
