Everyone can learn, but to do any significant amount of learning they need to choose to do so. As an educator I can work with students to try and make the material such that they desire to learn about it. I find this easiest to do in a small group tutoring session, because you can see how the students are thinking and can cater towards how they learn best. In a large group it is a little harder to personalize a lesson or a project, but to a degree the class can be read and its particular struggles addressed.
