• Collaborate with the Regional Education Council and managing authorities to
formulate recommendations on goals, strategies and long-term plans for improving
access and quality of schooling at all levels of the education system in the district;
• collaborate with Managing Authorities in planning and organising the efficient and cost-effective delivery of educational services at all levels of the system in the district;
• collaborate with Managing Authorities to monitor schools to ensure compliance with the Education Rules and the Act, and to ensure adequate provision of education, including physical facilities and resources, the quality of teachers and teaching, the quality of educational leadership and management;
• Support the District Manager in the operations of the District Education Centre, including the preparation of annual plans and budgets, supervision of the technical and support staff, and maintenance of the building, furniture, equipment, resources and external environment;
• supporting and ensuring proper delivery of services to schools, students and to the general public including monitoring school attendance and school transportation; supervising distribution of materials, equipment and furniture provided by or through the Ministry to schools; and facilitating the biennial inspection of schools;
• overseeing education development activities by the Ministry including teacher development and curriculum implementation activities and the administration of examinations;
• liaising with and maintaining good communication with the various Partners in Education and the general public in the district; including distribution and collection of application forms and other documents; directing the collection and storage of information from schools; and directing the dissemination of information from the Ministry;
August, 1987 – August 2011: Peace Corps/Belize
Associate Peace Corps Director
• As the Associate Peace Corps Director for the Education and Healthy Environments Projects I had responsibility for planning, developing, negotiating, implementing, managing and evaluating Peace Corps/Belize Education and Health Projects activities. I servede as the principal advisor to the Country Director (CD) of the Peace Corps Program in Belize as it related to Education and Health Programming.
• I supervised the work of 40-50 Volunteers in the field, accountable for maintaining quality programming and training ensuring that the efforts and assignments of Peace Corps Volunteers were consistent with those of the Government of Belize (GOB) and the Peace Corps philosophy.
• I provided guidance, counseling, technical and administrative support to an average of 40-50 Volunteers and 35-40 Trainees per cycle (every year).
• Responsible for researching, negotiating and identifying Health, Education Development projects for Volunteer involvement at the local and national government levels which reflect and serve the needs of Belize and are consistent with GOB policies and priorities.
• Along with the Country Director consulted with the Prime Minister, the Minister of Education and Youth, and the Ministry of Health, annually in order to determine GOB interests, needs and potential for cooperation with Peace Corps Education and Health Education projects.
• As a member of the PC/Belize Management Team, I participated in the preparation of Integrated Planning Budget Systems, IPBS. These duties included developing, gathering and analyzing information for the Country Narrative section, exploring new program opportunities, projecting future program levels/requirements and requesting, reporting and monitoring projects funded through available sources such as The CENTER, Ministry of Finance, US Ambassador to Belize HIV/AIDS Fund, British High Commission, UNICEF, Peace Corps Partnership and USAID.
• I supervised two (2) Program & Training Assistants, established goals, provided guidelines and training, approved work schedule, evaluated and provided feedback on their work performance.
• Responsible for the preparation and updating of professional documents for programming and training activities.
Training
• Site Development: Part of the Peace Corps Staff team (Associate Peace Corps Directors, PCMOs, Safety and Security Coordinator) responsible for developing appropriate site selection and development materials which were designed to provide sites to new Volunteers which had a specified community partner who acted as the Host Country National representative for the Volunteer and who assisted Volunteer in community entry.
• I assessed Volunteer performance. Inquired about personal and work related problems or limitations and provided advice and consultation as necessary.
• Provided counseling to Volunteers on personal and professional matters.
• I reviewed, revised and implemented Peace Corps Belize policies in relation to Volunteers. Provided Volunteers with guidance on Peace Corps Policy.
• Responsible for the following administrative and office work as it related to the Education, Youth and Health Development projects.
? Analysis and approval of Volunteer requests for work related items.
? Coordinated the Volunteer Early Termination process.
? Implementation of the daily operations procedures of Peace Corps/Belize by Volunteers’ outlined in the Volunteer Guide to Policies and Procedures.
? Served as Peace Corps Duty Officer.
? At times in the absence of the Country Director I had served as Country Director.
Pre-Service Training
• As the Associate Director responsible for all PC/Belize training activities, I overseaw all aspects of Pre-Service Training, monitoring all logistical elements, supervising/advising staff and instructors, caring for the welfare of Trainees. I communicated overall role of Volunteers and role of communities that receive Volunteers. Counseled Volunteers on all aspects of the host country including presenting information on appropriate behavior, dress, and current political, social situations. I ensured that trainees understand the commitment, privileges and responsibilities on the part of all Volunteers in country.
• I prepared the Training Budget ($150,000.00 USD), supervised three (3) regular staff (PSC), hired, trained and supervised 15 seasonal training Instructors (8 Kriol Language and Culture Trainer, 4 Technical Trainers, and 3 short-term (1 week) technical trainers for ISTs) for (11-13 weeks annually) and implemented Pre-Service Training for 35 to 40 Trainees for 7 weeks annually.
In-Service Training
• In-Service Training (IST) – I supervised the content and quality of Education and Health Projects IST events to meet the ongoing training needs of Volunteers. I participated in IST events as facilitator as needed. I coordinated with other program managers and staff to determine sequence, content and re-design of IST events as needed. I planned, designed and implemented IST events such as Reconnect, Project Design and Management, All Volunteer Conference, Close of Service Conference (COS), Community Partner Day and Project Workshops with other Associate Directors, Program and Training Assistants and Training Staff annually (budget $30,000.00 US).

for 400 3rd and 4th Form students. Graded and assessed students’ performance and recommended them for promotion and graduation. Prepared all 3rd and 4th Form Students for CXC English I (English Language) and English II (Literature). The CXC passes were outstanding every year.
